ETC-2019: Captain Duncan McKelvie FNI Vice President of The Nautical Institute Report
I was fortunate indeed to be able to travel to Odessa to attend the ETC Forum in June, to represent the President, Capt. Nick Nash FNI CMMar who was unfortunately indisposed. This well-attended and very well organised event is a major part of the Ukraine Maritime calendar, with attendance from as far afield as Hong Kong, West Europe and Scandinavia as well as the local region. These events benefit greatly from this sort of cosmopolitan makeup and it brings diversity of views conditioned by local events and practices all of which sparks debate, stimulates thought and makes the event lively and very worthwhile.

Engaged meeting of All-Ukrainian Association of Crewing Companies (VOKK)
On the 3rd April 2019, the engaged meeting of All-Ukrainian Association of Crewing Companies (VOKK) took place in Odessa. Format of engaged meeting was chosen because of importance and urgency of matters arisen. There were just two items on the Agenda – work of the system of licensing seafarers in the conditions implemented by newly founded Marine Administration and revision of the draft law on labour migration.
The Second National Forum of Crewing Companies of Ukraine took place in Odessa
On the middle of February 2019, the Second National Forum of Crewing Companies of Ukraine took place. The Forum was organized under close cooperation with the Nautical Institute of Ukraine and Chamber of Shipping of Ukraine. The general point of agenda was training and education of Ukrainian seafarers, their certification and prospects of employment.
First Maritime Arbitration Conference in Odessa
First special conference “Maritime Arbitration” was held in Odessa on September 28, 2018, and gathered leading experts in transport industry. The members of the NI Ukrainian branch took an active part in the Conference.

It was a great pleasure to visit the historical port city of Odessa as President of The Nautical Institute in May. Through the efforts Professor Vladimir Torskiy FNI, Honourary Secretary and the members of the Ukraine Branch of the Nautical Institute, I was invited by Rector Mykhaylo Miyusov of the National University “Odessa Maritime Academy” to present the welcoming address and later present on The Nautical Institute’s Ice Navigator Training Accreditation and Certification schemes at the International Forum on Seafarers’ Education and Training.

The conference, jointly organized by the university’s faculty and The Nautical Institute since 2007, was held on June 21-23, 2017 in Gdynia, Poland. The event was addressed to scientists and professionals in order to share their expert knowledge, experience and research results concerning all aspects of navigation, safety of navigation and sea transportation.

This year the Conference Grain & Maritime Days in Odessa was held in non-standard format which was not unnoticed by state structures. The first conference day was held in the RISOIL terminal at the Chernomorsk Sea Port. A comfortable conference hall, coffee break and lounge zones were installed at the territory of terminal, so the participants could observe the RISOIL terminal coordinated work during the breaks. This year total amount of participants made up 500.

To recognise the 15th Anniversary of the formation of the Branch, the Nautical Institute of Ukraine held an International Seminar and Celebratory event in Odessa in October

This important event, organised by the Odessa National Maritime Academy, was well supported by many of the world’s leading ship managers and crewing agencies. This should come as no surprise, as Ukraine is the third largest provider of seafarers to IMEC companies after Philippines and India. There are estimated to be about 10,000 cadets in training in the Ukraine and 70,000 seafarers in the industry. Seafaring and shipping services are a respected profession in the Ukraine and due to economic issues, a long career at sea is a good career move.
